Slow stepdown and slow bulk inserts combine to fail inserts frequently enough to hit the retry limit, failing the test.

Originally created with retryable_writes_jscore_stepdown_passthrough.yml in mind, but per discussion surrounding the related ticket, we may want to think about other suites or alternative solutions.
