The agg_list_cluster_catalog_sharding_fields.js test at the end of its execution leaves an existing sharded collection with permitMigrations=false. This causes the balancer to not move that collection, which can cause passthrough suites such as sharding_jscore_passthrough_with_config_transitions to fail.
