This test is broken when running in the Bazel sandbox (required for code coverage, test remote execution, and general hermetic execution).

To reproduce run "bazel test --strategy=TestRunner=remote +util_test"

Please remove the "code_coverage_quarantine_~~SERVER-98848~~" tag from the target once the test is compatible with sandbox execution.
