Improve bazel test integration with evergreen

      Fix these three issues currently making it very difficult/unpleasant to debug bazel test failures in CI:

      1. the test logs aren't split out
      2. if the test stdout size gets too big nothing will be printed out to evergreen
      3. there isn't a download link to the binaries created by bazel_coverage that users can easily download
