PlanExecutorExpress::usesCollectionAcquisitions returns wrong answer

      PlanExecutorExpress::usesCollectionAcquisitions is returning a wrong answer because std::is_same_v<std::decay<CollectionAcquisition>, CollectionAcquisition> is false.

      As part of this ticket we should also understand what is the impact of this.
