Update third party vendoring documentation and eliminate inconsistencies amongst vendoring strategies

      There are currently inconsistencies between our third party libraries' vendoring strategies. This creates significant pain when we have to patch third party libraries; this need has come up a few times during the v5 toolchain upgrade, SPM-3825. Arrive at a consistent strategy for all third party libraries, then update the documentation under src/third_party/README.md and the actual strategies used by all third-party libraries to reflect that strategy.
