Generalize evergreen_task_timeout.py to work for non-resmoke tasks

      This will let us set hard timeouts for stuff in the commit queue and required patch builds easier. Currently this script only runs for resmoke tasks so the other timeouts for tasks are not consistent and can drift over times as teams make new tasks or increase them.
