Before we are able to test any real use cases of the intent registration system we need to add the logic into the transition state threads (stepup/stepdown/kill/shutdown) to kill conflicting operations

This will not replace the existing kill logic and RSTL acquisition for these threads, it will be in addition to.

We should do the kill logic for the intent registration system before the current kill logic to make sure it is being tested properly
