SERVER-96106 uncovered two issues in our networking code: SERVER-98937 and SERVER-98592. We are actively fixing SERVER-98937, but SERVER-98592 (which has to do with the TLS handshake) is a bit more complex and product is helping determine priority.

Once SERVER-98937 is merged, we can re-enable the signal testing on all non-tls variants to ensure we still get the vast majority of new test coverage that was added as a part of SERVER-96106.
