We've had BF-36071 and BF-36153 occur because the query benchmarks are noisy and take a very long time when run on Windows. We should stop them from running on Windows since they're noisy anyway (see Windows vs RHEL screenshots below).
This fixes BF-36153 and will prevent further noise BFs in this area from spawning again.
