Move numSlowDNSOperations to egress section of network metric

      The numSlowDNSOperations and numSlowSSLOperations are egress stats. Currently, they are at the top level of the network metrics with other ingress stats. In this ticket, we need to move them into the "egress" section of the network connection metrics which is introduced by SERVER-51832.
