ReshardingCoordinatorExternalState should be moved to its own .h and .cpp files just like RecipientStateMachineExternalState. This aligns with ~~SERVER-96800~~ and is needed by ~~SERVER-99299~~, ~~SERVER-98582~~ and ~~SERVER-98586~~ for increasing the size of the resharding_cordinator_service.h and resharding_cordinator_service.cpp even further.
