Remove dead isCompressed checks in rehydrateBucket

      If bucket reopening finds an uncompressed bucket that is eligible for a measurement, the bucket is first compressed then reopened for writing (src link). rehydrateBucket will now only be called on compressed buckets, so the isCompressed checks can be removed.
