A snapshot of a node's local FCV should be taken in the ShardingDDLCoordinatorService ::getOrCreateInstance() function.
It's value should be attached to an instance of the VersionContext, and passed to spawned DDL coordinators through the state document. 
This should be enabled by adding a field corresponding to the VersionContext into to the ForwardableOperationMetadata .
