Disallow dropping hashed shard key in case of pending range deleter tasks

      SERVER-78253 introduced the possibility to drop hashed shard key.
      While it is documented that users should wait for the orphans to be deleted before dropping the hashed index, the server should check if any range deleter tasks using the hashed shard key exists and disallow the dropping in this case.
