      • refactor cbr_histograms and cbr_infrastructure tests to reuse the same set of queries whenever possible
      • if possible extend the permutations of query plans to run with/without indexes
      • consider renaming cbr_infrastructure to cbr_basic
      • cbr_histograms would assert on actual estimates, as well as estimates properties specific to the histogram-CE code path.  For instance expecting that non-indexed expressions are estimated the same way as their equivalent intervals.
