      • After filling promise, before persisting recipient state, recipient fails over -> coordinator retries successfully.
      • After filling promise, before persisting recipient state, another coordinator sends a command -> blocks on the fullfillment of same promise
      • After filling promise, after persisting recipient state, recipient fails over -> resharding continues, coordinator retries and doesn't block
