Don't wait for balancer to start when calling startBalancer from the shell

      I've hit that problem many times with customer when drafting maintenance procedure: use stopBalancer() to stop and setBalancerState(true) to start.
      Now we have to change documentation see DOCS-1355..
      Ideally regular maintenance should be able to use stopBalancer() and startBalancer() as is.
