Time-series bucket rounding for pre-1970 dates is incorrect in some cases for millisecond precision

      Pre-1970 dates with millisecond precision are incorrectly rounded for dates that are less than one second smaller than a rounding boundary. This results in control.min (and _id time) to not be rounded and control.max to be rounded towards the epoch.
