Add configuration file option for session_max

      Currently, the only way to set WiredTiger session_max is via the undocumented configString parameter.

      Some users with high numbers of collections need to increase session_max to match their peak connections. Allowing this to be set as a parameter would reduce the potential to get this wrong.
