Add Basic S3 Support for path, bucket, region, delimiter configurations

      • The operator should now be able to write to a S3 bucket.
      • Should support path, region, delimiter and bucket.
      • bucket and path should support only strings for now. We will add expression support in a followup ticket to prevent this PR from being too large
      • add jstest that writes to MinIO + associated evergreen configuration
