Create a task to run "qa tests" against 3.0 and against 3.2.

      Right now we have no place to put tests for features that only exist in 3.2+, since our QA tests only run the latest 3.0 release. We should develop a test structure that lets us maintain backward compatibility but also cut new branches with feature divisions.
