--dumpDbUsersAndRoles without users creates broken dumps

      This effects all 3.* versions, with or without archiving. When there are no users, the admin.system.version has no documents, but an $admin.system.version is still created. Then empty file causes restore to think that the version is 0 and refuses to restore.

        There are no Sub-Tasks for this issue.
