No automatic tagging

      As discussed in TOOLS-1168 we miss the automation of tagging of mongo-tools from the mongodb server tags.

      This is mandatory for us packagers to package the mongodb server and mongo-tools.

      Without this, we're forced to ask for a tag on mongo-tools and wait for it to happen before being able to release the new version to our distribution's users.
