Remove deprecated mongooplog tool

    • When this ticket is done, docs for mongooplog can be removed from manual pages for 3.6+. It should remain in the docs for older versions.

      The mongooplog tool was deprecated in 3.2. pasette has indicated that it can be removed for the 3.6 cycle.

      After SERVER-31545 removes the server dependency on it, we can do the following:

      • Remove it from the tools repo
      • Close any JIRA tickets that are only for mongooplog
      • Remove mongooplog from any ticket that have other components
      • Rename mongooplog in the JIRA components list to remind people that it is deprecated
