Support mongodb URI for all tools

      At the moment the various tooling / CLIs in the MongoDB ecosystem support a different set of arguments making it very hard for developers to move back and forth.

      In particular the URI connection string supported by `mongo` is not supported by `mongodump` nor `mongoexport`. Having to parse the string back and forth from the configuration files is a but cumbersome.
