Migrate from Evergreen v2 toolchain to v3 toolchain

    • v4.0, v3.6, v3.4

      The server has added a 'v3' toolchain. The tools and the go-openssl wrapper should migrate evergreen builds to it.

      For tools (including mongo-tools-common):

      • Update references in set_goenv.sh

      For go-openssl:

      • Update references in README.md and .evergreen/config.yml
