When the server removes tools and legacy tools tests, there will be no more cross-version tests. (They were disabled in the tools repo due to stability issues some time ago.)

We should use the same conceptual design for mongomirror testing to do end-to-end tools testing with DSI so that we can test cross-version dump/restore, import/export, etc.

Scope should include the necessary test dimensions/variations, e.g:

• server version pairs – should they be single-version only 3.6 -> 4.0 or do we test version jumps (3.6 -> 4.2)?
• directory vs archive file
• with/without dump/restore of users/roles
• etc.
