Create example tarball release

      In order to allow work to start on CLOUDP-49364, we should create an example tools tarball and upload it to s3 somewhere. This will allow the automation agent work to start without having to wait for us to complete the whole project.

      This ticket will not result in any code being merged to mongo-tools.
