This ticket comprises the creation of a "sign" task in each evergreen buildvariant that we will release from. For this ticket, we should download the release artifacts generated in the dist task and upload them from this task.

This task should run on the same distro regardless of the distro being released. It should be one of the distros that has the notary client available.
