Split release uploading into per-distro tasks

      Because our release variant tasks depend on all the dist tasks from other distros, they effectively never run unless we bump the priority of them and their dependencies. This is fine for actual release commits, but means that the release tasks aren't really getting run (and tested) on a per-commit basis.
