      Description

      TOOLS-2544 adds certain files to the mongo-tools repo as a workaround to make ReplSetTest work outside of the mongo repo. The top-level jstests folder and the qa-tests/jstests folder contain copies of these files. We should delete these copies once SERVER-47691 is resolved.
