Currently, latest Debian and Ubuntu have libcomerr2 as a transitional package to libcom-err2. We need to use the transitional libcomerr2 to support Debian 8.1 and Ubuntu 16.04. If a new version of Debian or Ubuntu drops libcomerr2, we will need to do conditional package building.

Hopefully, this will not happen before EOL for Debian 8.1 and Ubuntu 16.04, then we will not need to do anything other than update libcomerr2 to libcom-err2 when they both EOL.

For reference, this dependence is found in the `installer/deb/control` file.
