At some point in the past week, rpm builds started failing on amazon linux 1. This is unrelated to any of our code changes, as demonstrated by this task, which succeeded on 1/22, but failed when restarted on 1/29.

The build team said that the only change to that image during that range was BUILD-12643, which added the python36-devel package. If that was indeed the only change to the image, then it's unclear why this task has started failing.

This is a blocker for the 100.3.0 release.
