Disallow --noOptionsRestore when restoring views

      It is unclear what the semantics of --noOptionsRestore should be when restoring views. It would probably be less confusing overall if we just disallowed using the two together.

      This has been marked with a 101.0.0 fixVersion, because this would be a backwards-breaking change.
