Remove sslFIPSMode flag

      We should remove the --sslFIPSMode flag, because we have not supported FIPS mode at all since replacing OpenSSL with go's native TLS

      However, we can't remove it until we do a major-version bump, because we only error out if you provide the --sslFIPSMode flag and also enable ssl.
