Remove z Race Detector test from Ubuntu 16.04

      In TOOLS-2866, we removed all the zseries distro but RHEL latest. However z Race Detector tests are still running on Ubuntu 16.04 zseries which cannot be easily changed. We should looking for a way to migrate the tests to  RHEL latest zseries or other platforms and delete ubuntu1604 s390x from platforms.go
