Document steps needed to add support for new MongoDB version

      The 100.4.0 release was a bit rocky because we missed some places that needed to be updated with the new MongoDB version we intended to support. We should add a list (similar to the existing RELEASE.md and PLATFORMSUPPORT.md) that describes the steps required so that we don't have issues in the future
