Re-add Ubuntu 16.04 PowerPC platform

      The patch for TOOLS-2873 entailed a large evergreen-project-file refactor, and it appears that ubuntu1604-power was accidentally removed in the reshuffle.

      We need to add support for this platform back in, because it is still supported by MongoDB 4.0 and PowerPC platforms are still available in evergreen for now
