Change macOS x86 Tools builds to run on macOS 12

      We want to do our build on macOS 12, but they should be backwards-compatible to macOS 10.15. This can be done by setting -mmacosx-version-min=10.15 for CGO_FLAGS and CGO_LDFLAGS.
