Use mlaunch to create replica sets for Evergreen tests

      We should use mlaunch to start a replica set instead of using the legacy shell as we currently do. The legacy shell has been deprecated as of version 5.0 of the Server.

      Seeing as we want to do the same in REP-1489 fairly soon, it's probably easier to do it there first and have the tools borrow any Evergreen setup code.
