Problem Statement/Rationale
The most recent db-tools release is not available for download, so unable to create a cluster on cloud-qa:

Steps to Reproduce
Create any cluster on cloud-qa. Example one which currently fails: https://cloud-qa.mongodb.com/v2/63b66849577eae1ece6f541d#/clusters
Expected Results
No errors downloading db-tools
Additional Notes
Manually trying downloading the previous version (.0), it works
