      TOOLS-3203 introduced an allow list of config collections that should be considered by default by mongobackup/restore.

      Such a list does not include the config.placementHistory collection, introduced in 7.0.0 and meant to support the management of change streams as defined by PM-1941.

      The objective of this ticket is to include config.placementHistory to the list; on the other hand, the SERVER team will ensure that the same collection will be properly tagged as part of SERVER-81864.
