      Implement support for maintaining FLE 2 user data collection and state collections during insert, update, delete, and findAndModify.

      Motivation

      FLE 2 offers the ability for users to search for ranges of numbers which was not available in FLE 1. This project extends the server's CRUD paths to support these range indexes by updating and maintaining the user data collection and state collections with the hypergraph encoding.
