Implement reporting new MongoDB Tools versions to S3

      Currently, the Automation team uses DevProd's new Automated Release Candidate Testing system to automatically create Jiras, Github PRs, and Evergreen patches to bump tested versions of MongoDB in the Agent/Proxy and to bump Agent/Proxy versions in MMS.

      More on the system:

      We are hoping for something similar for new MongoDB Tools versions, where whenever a new Tools version is available, the Automation team automatically receives tickets, PRs, and patches.

      In order to accomplish this:

      • Reach out to DevProd to receive new S3 bucket credentials for Automated RC Testing
      • Set up a task that sets the new Tools version in the S3 file whenever a new version is available

      Once the S3 file is available, the Automation team can enable the automation to generate tickets to bump the Tools version in Automation repos.
