Restore tools to OS package repositories.

      MongoDB 8.0’s release notes mention use of mongodump. This would seem to speak to the tools’ ongoing role as a cornerstone of users’ interactions with MongoDB.

      The tools used to be shipped with Debian et al. Debian dropped them recently because they didn’t compile; I’m not sure of the story on RedHat’s side.

      Whatever happened, if possible we should rectify this.
