Automate requesting a CLA from external contributors

      We need external contributors to sign our CLA (see https://github.com/mongodb/mongo-tools/pull/106 for an example). We should add a GitHub Action that detects external contributions and blocks the PR from being merged until this is signed.

      We may be able to copy an existing automation from another MongoDB FOSS project (I checked the Go driver, but they do not have one).
