Re-enable passthroughs for pre-7.0 versions

      The tools passthroughs db-contrib-tool to download the server. Because 6.0 and earlier versions are now EOL, db-contrib-tool can't install them any more, which means the passthroughs have been failing on periodic builds for a few weeks.

      We should either

      a) switch to the thing Mongosync does, where we pin versions in s3 and download them, or
      b) just test against published releases
