Right now, all of our tests live in the same packages, unit, integration etc. However, all the tests are only run when a specific env var is set, like TOOLS_TESTING_UNIT for unit tests. This means that every test run, locally and in CI, attempts to run all the tests and skips a huge number of them. This makes for a lot of noise.
