Do not grab $admin.system.users on a full restore

      If we do a full restore that includes db directories that were generated with --dumpDbUsersAndRoles, (e.g. dump/foo/$admin.system.users.bson) we currently overwrite the real users collection (dump/admin/system.users.bson) with the db-specific one. This behavior is unintuitive; we should instead ignore the $admin files during a full restore.
